Legal judgment. Public-sector fluency.
A practical understanding of the business of sport.

Tiffany Cruz Oates, founder of Coliseum Counsel

Tiffany Cruz Oates is the founder and principal of Coliseum Counsel. She brings workforce development, labor, regulatory and compliance experience to the business of sport, alongside service as a government general counsel, an administrative law judge and a sports business adviser.

Her work spans city, county and state levels. She has written, implemented and enforced legislation and regulations, combining an understanding of how rules are made with the operational experience to administer them and the judgment to address noncompliance.

Before establishing Coliseum Counsel, Tiffany served as a Director in Secretariat’s Global Sports Consulting Practice. Her work addressed venue development, host-market strategy, public incentives and the obligations that connect sports projects with government and community priorities.

Previously, she served as General Counsel and Deputy General Counsel at the District of Columbia Department of Employment Services. In those roles, she advised agency leadership on public funds, legislation and regulation, labor and workforce policy, investigations and compliance. Her experience includes negotiating workforce and compliance terms associated with a major professional sports arena investment.

Tiffany also served as an administrative law judge adjudicating workers’ compensation matters and held a senior legal role at the District of Columbia’s Office of the State Superintendent of Education.

Her experience includes construction labor strategy and project labor agreements; apprenticeship and local hiring; First Source and CBE requirements; labor relations and collective bargaining; public funding conditions; compliance programs and federal monitoring remediation; investigations; and administrative adjudication.

Advice that carries into execution.

She approaches a matter by asking how the legal, financial, institutional and operating decisions fit together. What must be resolved now? Which commitments will shape the next phase? Who will be responsible for delivery?

At Coliseum Counsel, clients work directly with Tiffany on a defined mandate: assessing a consequential decision, advancing a project or agreement, or providing continuity as the organization grows.
